Overview
At the National University of Singapore, Bumsoo won multiple bursaries, book prizes, and scholarships, while placing on the Dean’s List every year of his studies. In his fourth year, he accepted an offer to take a Masters of Law at New York University, where he studied regulatory frameworks for emerging technologies, and completed an externship at the United Nations developing digital public goods.
Upon graduating with First Class Honours, Bumsoo began his career as a Deputy Public Prosecutor working in the Financial Crimes and Technology Cluster. Shortly after, he was appointed as a Justice’s Law Clerk and assisted judges on a wide variety of matters ranging from construction and intellectual property disputes to high value matrimonial disputes and capital crimes.
He was then appointed as a Magistrate and Deputy Registrar of the State Courts, presiding over full civil trials, assessments of damages, plead guilty mentions, and all interlocutory applications pending trials.
Notable Cases
- Eng Beng v Lo Kok Jong [2022] SGDC 130 – evaluating the applicability of the doctrine of collateral benefits to medical expenses paid through government subsidies (later affirmed by the Court of Appeal in Lo Kok Jong v Eng Beng [2024] SGCA 28).
- Asher David v Norhazlina Binte Md Yusop [2023] SGDC 72 – reconciling the conflicting approaches in the law for quantifying loss of earning capacity in relation to young accident victims.
- Representing an international health and wellness retailer in an appeal arising from a Singapore International Commercial Court decision concerning a complex cross-border franchise dispute, following the former franchisee’s unilateral termination of the franchise and rapid rebranding of multiple retail outlets.
- Representing an insurer in a coverage dispute against reinsurers arising from a court judgment pursuant to which the insured bank was held liable for breach of customer confidentiality, with damages awarded in the sum in excess of US$23 million.
